The reason Rick, is because the economy has increase dependence on welfare.
So abuse is more rampant now.

The main reason they exist is to keep the economy stable during times of economic turmoil. And when it was designed these new conveniences were not available or dreamed of. Now the government finally started catching up to the digital age to make benefits more convenient without checks to reduce abuse.

The ability to make it more convenient is a simple executive decision, any check for abuse that may hinder or prohibit use or qualifying for funds requires legislative action.
