Basically it says that Arbitron's secrecy about it's ratings may be hurting radio, by keeping the whole "radio is dead" thing going because you can't figure out how many people listen to something.

That's why Bubba talks about points instead of actual numbers. The only time I've seen real numbers in anything Arbitron related were the satellite radio books. And there they can have a more accurate count of how many people are listening.

The peaks and valleys Bubba mentioned in the Richmond ratings are highly improbable. Radio listeners a lot of the time are creatures of habit. The audience could not shift back and forth as quickly as what Bubba said the Arbtiron ratings showed.
