If i was in charge of the FCC complaints division, it would be simple. Complaint comes in, review it. Contact the person and ask, do I understand this correct, you were offended by this?

And when they say yes, I'd reply are you fuckin retarded and don't know how to choose stuff that doesn't offend you, or are you trying to be a martyr?
