It is a reboot/continuation of the Green Arrow from Smallville specifically. Since that show is over they are "moving on". Haven't heard if they are going to mention any other heroes/cities in the dc universe yet though.

After they got out of the teeny bopper high school phase it was actually rather good, my ex used to love the show, I always watch supernatural, so we'd watch them together. Towards the end smallville starts falling apart but it does at least have a full arc from start to finish of the show, something you have to appreciate a little.
