Widening that gap allows for different standards to be set. In turn, different standards creates conflict. Conflict allows for profit to be made.

True story - when I was in college, I was an EMT with a private ambulance company. I used to pick this really old woman up all the time because she was a chronic 911 dialer. Every time she saw me, she would curse me as the "red-headed white devil". I've got scars from her clawing me to prove it.
