Bubba questioned him a few times, but not much.

I must've been mistaken in my impression that he was looking to give him a role that would have him on air more. So I guess he's relieving 25 of some back office duties? I like 25 on air, but if Bubba's going to keep shutting him down, maybe they should shuffle things around a bit and put Hurricane in that spot. Maybe Bubba will actually view him as a pier considering he's been a radio professional for a while. Bubba still sees 25 as an underling/errand boy and won't let him contribute in his ball busting manner, because he feels 25 hasn't paid his dues even though he has, so maybe it's time to try something else.
