In most cases, the military commanders are stuck, but get blamed for failed policies!! When they are tasked to accomplish a mission, it is there responsibility to build the plan and request resources necessary to accomplish it.
There requests are usually squashed down to do more and this is all we're giving you to do it!! Make it happen!!
