I think the important question for BTLS probably is:

Why is Bubba fucking with the merch details personally in the first place?

Does he not understand the concept of opportunity cost?

He should be spending all his off-air time working on increasing the viability of his brand.

To answer your questions:
1) He's dead broke and cannot afford a merch person.
2) He has no idea what that is, he's too busy taking the opportunity to nickle and dime his own employees.
3) He's spending that time coming up with hare brained schemes to take the show to "the next level". What ever that means.

What are your thoughts of him leaving terrestrial radio and taking the show to IO and making it pay only?

I think the IO and paid podcast is a path he should continously be looking at. Others have made it work.

But I don't see him being able to reach critical mass in a paid-only business model at the present time. The brand is too much in decline.

Maybe if he did another hog deal.....

I'll go with this one as well. These are sad times at the BRN (and no Fish, I'm not saying it's over just yet) but damn, this has been a slow, steady drop for the sponge.
