This is no different than calling the police and saying someone stole your weed.

Why is the only legitimate victim (Hogan) not persuing criminal charges? If he did, I imagine the first charged would be Bubba for making the tape.

Yea, I dont really think Bubba is entitled to anything here, but Hogan deserves some kind of justice.

Has it been clearly stated that Heather knew there was video being recorded ?

Well, he said he took them to the office because Heather insinuated she was going to do something with them during divorce, so I'd say so.
