There are a lot of places without 3G. There are pockets within the 3G covered areas due to mountains, hills, etc. They happen, and there isn't much you can do about it, unless they really want to invest in another antenna somewhere in another direction.

A few months back I was going to several bumfuck towns in NY for work that had literally zero reception for anything.
