As long as I can remember it's been a law in Mass to have it and they had a anti competition thing going on. Just recently under deregulation have they allowed other companies to compete. Yea we are liberal.

I know, the company I work for just started writing in Mass about a year or so ago and Jesus what a fucking nightmare it is dealing with your state's Dept of Insurance.
